IMO, it really depend. I think on higher level plays, healers would also need to deal damage occasionally. But sometimes there just isn't much healers can do since they have to keep the team alive most of the time. Also the team in the clip did pretty well (as in they won the game) but there is always some people who can't see the full picture and keep yelling at others. Sucks when that happens 乁( ˙ω˙ )厂
The higher you rank up, the more important dishing out every drop of damage becomes. If you have high heal numbers but low damage numbers, then either your tank / team is taking tons of unnecessary damage requiring you to heal them, or you're spending too much time healing and not dealing damage to contribute. If course there are exceptions as Mercy and Lifeweaver have poor weapons so they're expected to have low damage numbers but Mercy is expected to have 60%+ Damage Boost numbers.
Also typically someone like ana would have a lot of her utility coming from denying heals with her bionade, which also does damage so she typically would have higher damage. However in this case this player didn't even notice she didn't switch to ana until the very end and blame on that, which tells you just about how much this player plays with their team.
As a support, your main job is healing, but you need to be good at other things as well to be truly high skill. The only support that would have little to no damage out is Mercy, since she is all about her heal and boost beam. The other support characters will need to toss in damage and supporting skills to help their team win fights past just healing. As an example, the other character Doki played is Ana (my main) and as a high skill Ana, you need to keep your team alive while poking the enemy when you can, a bit of extra damage applied at the right times and to the right targets helps turn the tide of a team fight. Your skills also will play a big role, as Ana, she has an impact grenade that gives your teammates double healing and blocks healing for enemies that lasts a little over 1 second, applying the grenade properly to the right places at the right times allows you to both finish off enemies easily, or save your teammates from death.
