It's clear the mother doesn't like the low cut dresses and she made it clear with dress #1 but then Gok puts the bride in a gown with an even lower cut in gown #2!! I don't get it.

Well, there are cultures and families where elders and their opinions are respected. Especially if they are religious, they might prefer more modest take on the wedding dress. Is it really so bad to compromize? It is not like the mom demanded her to be dressed from neck to toe. She just asked to be a bit more modest, which was totally achievable without compromizing the style.
