Not sure how it garner its current meaning, unless it was like the original water cooler -people standing around it to gossip. In the days of sailing ships kegs were called butts (nothing else implied). To scuttle was to deliberate sink a ship or boat. Like to deny them to an enemy. The boats usually by breaking a hole in the bottom. A scuttled butt was an open keg of water for the crew where a lot of gossip was exchanged.😊

You're right about the standing around the water cooler. I served in the Navy, and Scuttlebutt is the name the Navy uses for the water fountain.
