I don't think both Australia and India were penalized for slow over rate in the Perth test, they never completed 90 overs in that test match on any single day, so why are they doing it in selected tests alone involving other countries, like Stokes says if the match ended with a result with hours of play pending then this deductions shouldn't apply. These days there are lot of time delays due to DRS, so they should either reduce the number of overs for the day or increase the buffer time by another 30 mins.

Haha when in the 80s mr stokes your country England ran the icc and West Indies with their 4 pronged pace attack was subjected to the 90 overs stipulation at that time and time consuming in the day of cricket, yet the game was over in 3 days and 4 days in the stipulated 5 day test match now everything has changed as cricket is a global run game, and now it’s an Indian running the show now with rules carried over, let see if you get a hearing .

The frustration is justifiable. If the match ends in a draw only then you should deduct points otherwise there is no point in doing that.

Slow over rate problem is in one day
Bowling 6 balls in 5 min vs 7 min makes a difference in the pace and accuracy. You are cheating by taking longer to bowl.
