The thing with FOV is you feel like your faster when you use a higher version of it (even though your technically not) so it gives you a psychological boost that just makes you play better. There's a reason why comp players talk about tilt.
I'm pretty sure reapers are meant to be as difficult and annoying as possible. I mean, the entire idea behind them was to create something which could compete with pilots and Titans without costing as much or taking so long to train.
Legion is more than a soft counter to Northstar if you ask me.. because apart from maybe Tone, it is the only titan that can challenge Northstar at ANY range, and unlike Tone Legion can deal burt damage immediately with power shot, all while having a shield a a LOT more health
