I think that it takes a long time for you to be ready to say "I love you", but I think it's the problem with the translations, because when they say SUKI , they mean I like you, and AISHITERU would be the equivalent of I love you. There is no way you could say I love you to someone before dating right? It doesn't make sense, you don't know the person well enough.
You have to ask the girl if she wants to be your girlfriend in my country. If you don't do that, both of you are allowed to see other people. It's important to learn how dating works in the culture of the person you are interested before you do something wrong.

To me it seems quite sensible there would be an accepted social convention where someone would reveal their feelings to the other party in a clear manner. Seems much more practical then the Western tradition of hanging out until "it just happens" (presumably after both parties are sufficiently drunk, I guess).

The only resistance is when most females automatically assume that you're not able to communicate in Japanese, so they don't even give you the time of day! Their loss. Fortunately for me, I found a great Japanese girl 4 years ago and our communication is second to none! As a result, we enjoy great times together from dining out, walks on the beach, traveling together and of course, the personal aspect is through the roof! ;) Communication is key! There are of course those women who while they find you fascinating, will simply not be interested in you romantically or sexually, just because you're a foreigner. These are the ones to watch out for, as their touches and interest in the west would be taken as signs of romantic or sexual interest, when in fact they are not.
