That beautiful bush/ivy is the problem. They love that to hide in, and it's warm. I remember reading that ivy used as ground cover will attract rats, so it makes sense they would like your bush/ivy. If you removed it and got three cats, it might help. Some dogs are good ratters, too. There is a show on youtube about a guy with minks and dogs who rat.
I tell you your first problem is leaving that bowl of food outside for your dog or cat unintentionally feeding them rats that's why you got so many running around and in broad daylight at that

Is that bowl of food for a cat or a dog. If it is for the cat then the cat isn't doing his job and is being feed too much. Less food in the bowl will mean less left overs for the rats. Less food for the cat will increase the cats appetite for rats.

A pair of great horned owls moved in our neighborhood. I know they're here for our rats. Environmentally friendly pest control.

I noticed that when the hawk appeared on the scene, all rats are afraid to come out in the open.
Most places have mice and/or rats. It is just unusual to see so many during the day.
