Being a NY resident, I'm left scratching my head for the inspections? Is region 1 the only region that checks their trucks. Pretty sure the other regional shops check their trucks regularly during the winter.
They check them, all the NYDOT shops check then esp since the amount of salt we use destroys the equipment and since most regions use Internationals (which are the absolutely worst trucks you can buy) they are constantly being repaired. NYDOT needs to take a lesson from Minnesota since MN spec and build their own trucks and go with the best equipment for each year instead of long contracts that make you buy the equipment even if quality went in the trash. Especially in our lake effect areas and the Adirondacks where they run non stop 24/7 all winter.

Massdot used to do it on Haverhill and I’m sure other places around the state, I don’t know if they still do though
Here in Cape Breton Nova Scotia the plow operators perform the weekly service themselves on their plow trucks.
