Few things I have learned from years of working on them. That impact is likely losing power from leaking air because of a bad o-ring ( pull the trigger on these style impacts and feel for air coming from the direction levers, if it is, the o-ring on the direction valve is torn and this is huge power loss) or a plugged inlet screen or a tip valve that is worn on the edge that doesn't allow it to open all the way on some impacts. I've repaired hundreds and not once found that a scratched cylinder or vanes was the cause. They will still have excellent power with scratches. The vanes are important on their end clearance between the ends of the cylinder. They slide out to make the seal, a little wear and they still slide out and touch the cylinder wall. Almost never have I replaced vanes and gained any power in an impact wrench.

I have a 2131, has no power under load, just hisses air, freespins fine, took it all apart could not find any torn o rings in the valves, i'm at a loss
