    In all 50 states you ARE allowed to turn on red unless a sign PROHIBITS it. However, in NYC, it is the opposite: you are NOT ALLOWED to turn on red in unless a sign PERMITS it.
    Basically, in the 5 boroughs of NYC, assume you can’t turn on red unless a sign permits it.
