Hey Glen I am a REAL novice and have am painting my cart using your method. My new Rustoleum can says' reduce no more than 5%' you say 20% then more on final gloss coats. I believe this is using your past experience. How do you know if you are over thinning? I screwed it up once already!
Try 5 %, but spray something as a test not the cart. I find Rustolium thick and won't spray smooth and flat without being a little thinner. Too thin and you risk getting runs. It's a balance, temp makes a difference too. Sneak up on it, let me know how it turns out.

How long did you let the paint cure before starting the sanding?
If you use a hardener then just a few days. I did not and in good weather 3 to 4 weeks.
