Kvyat didn't mis judge his braking. He actually ended up locking up his rear wheels, which I wouldn't say is his fault entirely. For the second incident, that in my opinion was Vettels fault. He was going really slow in the middle of the track. When Kvyat was on the outside of someone, and had tried to react to Vettel going slowly, although on a right hander, that is pretty hard to do, and he ended up tapping the rear of Vettels car.
