I've never seen an adjustable regulator. I don't think we have them in MN.
The control knob is built into the regulator. This is a set up to a propane burner. Grills usually have a regulator on the hose and the control knobs are on the grill itself. Thanks for watching!!

No mention of OPD? Often the culprit and if it senses low pressure, it basically “plunges” to reduce flow. Mechanical device-in the tank.

Under the valves there is a part where ypu can twist with a flat head. Does it have to be lose to work. Or tightened? I just filled my tank and it wont release propane
That screw is to bleed excess propane from your tank. It should not affect the flow though.

If you open the Tank valve too fast, it has a chance to pop the secondary safety spring in the regulator that is designed for leak prevention and overpressure. And you may smell a little propane coming out of the weep hole in the bottom of regulator because that's the only place the propane is flowing now. If that happens you need to turn off tank valve, and release the pressure from a line and let it sit a minute. Then SLOWLY turn the valve open the first ½turn (after tightning up the lines again where you released the pressure)so it doesn't pop that emergency spring. I replaced 2 regulators unnecessarily before I found this out on a propane distributors short video. So first always make sure every stove/grill/heater valve is off, then always slowly turn your first half turn of tank valve so it won't pop that emergency spring.
Turn that screw out and let it leak air for a minute. That will reset the valve

It is probably stripped and will need to be repaired. The easy thing to do in this situation is take somewhere that sells propane and switch it out for a new tank.
Just swap it out for your neighbors at 3 am
