The solution here is to place an import tariff on refined cobalt so that US produced refined product is at the same price as imported product. And then make it through laws that all cobalt used in Military and space must be US sourced and refined.

The countries that actually mines and manufacture, are experiencing severe pollution, beyond anything that we have ever seen. So cobalt for EV's... that's being shipped via diesel powered freighter and trains and trucks to Brazil which has less stringent environmental laws to be processed then shipped to make batteries for EV's to reduce carbon emissions from fossil fuels.....how stupid is the world?
