It's artistic license, though there is an Algiers, IN. The US borrowed lots of city names from other countries as people were settling further west. There's a Paris, KY, and Rome, NY, and Alexandria, VA - you get the picture.

Music video inspired by a Clint Eastwood movie 'High Plains Drifter' (1973), in which a sheriff of a town called Lago gets whipped by a gang of gunslingers and outlaws hitting him with cattle whips, and he goes back as an avenging spirit and teaches them and the citizens who just stood by while he was whipped to death a lesson... And he tells the citizens to paint all buildings red and renames the town 'HELL' before the final showdown.

Actually, Dulli never left the scene, he just comes out of hiding every once in a while to remind us who he is and why he gets better with age.
