To start, builders need to be able to pay cash, up front, to be able to build a home. Second, independent building surveyors / certifiers need to be employed to ensure the building is up to standard at every step, and to authorise progress payments, so builders and the trades are not cutting corners. Third, progress payments are to be held in trust for the suppliers and trades to be paid first, then when all payments are made, the builder can have the balance of the progress payment. The building insurance needs to be a minimum of $600K, Australia wide.
In Victoria, we have an independent surveyor come through at various stages. I had a private building inspector, who picked up more issues than the surveyor did.
in qld you can get independant private building inspector that can come to site on all stages of construction, the inspector are paid by the clients so they will work on the clien'ts best interest. Usually any good reputable builder will welcome independant inspector as there are nothing to hide and it is also like having an extra set of eyes on site. Sometimes Site Supervisor might miss something due to handling more than one job and unable to do proper quality control on their trades.
There appears to be no coordinated sense of urgency to completing the homes and getting people into them. Govt should coordinate all the parties and crack the whip.

even if its finished house, it's always better to get a pre purchased inspection from independant private building inspector, just for a peace of mind that , the building was built as per Australian standards (AS) and National Construction Code ( NCC), and that there are no major defects. If its only cosmetics defects it can be rectified easily with much lower cost.
I emailed the Minister of Building/Planning just before COVID started. These issues have existed since forever, and COVID only aggravated these issues. VMIA is extremely bad at responding. Their processes are terrible. The government is not doing anything. The VMIA component on The Project has been downplayed. People are struggling even MORE due to VMIA not responding correctly and not adequately compensating losses. Several people will have their build permits expiring, which means the customers are somehow FORCED to finish their builds before it expires OR may not be able to build the same property again, OR the council will cause them issues during Occupancy Certificate a year later.
Whatever happened to just building your own house and living in a caravan on the block while you do so? Or even buying a run down house and doing it up over time? Nooo everyone wants the best and the greatest right now amd they want 10 houses each.
The Conservatives deregulated the building industry. If you have a problem with outcomes like this then stop voting for “deregulation and small gubberment”
