Thanks mate, turns out I needed this spelt out to me in real time, although my problem was firewall block of Windows server NuGet repos. the "Set-ItemProperty" got me over the line.

You need a newer version of powershell to utilize that parameter. github.com/RamblingCookieMonster/PSDepend/issues/63
