So I just discovered this requires the Odyssey DLC; Grinded my Alioth permit just to find that Turner Metallics Inc is not even listed on Alioth 4A without it (playing Horizons).
I guess every resource I've used to progress with engineers has left this part out.

No, you do not require Odyssey DLC to get access to engineers. Horizons is enough.
Odyssey is required only for on-foot engineering and all its related stuff.
