The final boss version uses scripts and events in order for it to be as strong as it is, the developers also needed to program a character to use the scripts and events in the final battle, but was never planned to be playable which is why it plays worse/clunkier then when the boss uses it. It's not a reskin and still keeps a ton of the strong boss moves which are different to normal Dio's, but is not able to stop time/use the shield, use cutscene skills or heat moves that the boss Dio used in the story due to it lacking the scripts used in the final battle. You can tell it shouldn't be used outside of the boss fight as when you spawn the boss as a enemy outside the final fight it lacks any AI.
They could have made him a playable character, but if that was too OP as some people are saying, why not give him to DIO as a Skin? Would negate that problem.
Personally, I don't use the console version and don't have the tools to do it. However, if you have a PS3 that can run custom firmware like a memory editor similar to Cheat Engine then the tutorial in the description should work similarly.
Character isn't supposed to be normally playable, therefor is missing some of its animations. The character is real, just only used by the final boss in the fight which is heavily scripted.
You would need a slightly different method to do it since you don't usually get to pick a character in story mode, but its not worth playing through the story as your automatically level capped at 1, and do almost no damage.
DIO OH is able to be selected due to how they made the final boss fights use a character with an ID, portrait, and move-set like the rest of the characters. The only difference is it can usually only be selected by the boss and not the player.
It's a actual character, the same one that you fight at the end of the game. The boss character has a slot that can't normally be used by the player, but through memory editing you can play as it.

Overwrite would only be possible if your opponents partner died and yours did too, and it would only stun them for 8 seconds.
