follow this step (to get your bluetooth without restart) -
-> go to device manager
-> under usb check for error one
-> right click then uninstall
-> then right click on 'Universal Serial Bus Controllers'
-> then you will get a menu , scan for hardware change from there only
-> hope you'll get your bluetooth by then

If the Bluetooth option is available on the taskbar..then open service.msc from run option and then enable Bluetooth service....if Bluetooth driver is not installed on your computer then install bluetooth driver and then check....I have already uploaded a video for that if you don't know how to install a bluetooth driver on the computer...
