Given the general state of the wiring and the way some of the components are flapping in the breeze it's hard to believe it is a commercial amp, unless of course someone has been monkeying around in there. Amp looks like a mullard 5/10 gets all frequencies u/l tranx like old linear amps Good for Bass also..your keeping a bit too busy! Looks like some sort of Kit amp point to point no turret board or anything? By the tube compliment it reminds me of the 18 watt Marshals I used to build no clue who would have put it together.
You certainly come across some unusual amps! A 15 Watt speaker with a pair of EL84's is pushing it. If the speaker is as old as the amp, it probably can't handle 15 Watts anymore.
Now that we know it's a Fenton Weil PortaBass amplifier, I did some searching and found out that some of their 15 watt amps use the 6BW6 output tube and not EL84's. Performance and specs of the 6BW6 is more similar to 6V6 but in a miniature 9 pin bottle.
I’ve stopped worrying about a few extra volts on screens after finding more than one amp that sounds better with a little higher screen voltage than plate voltage. Id be worried if the difference was in double digits but a few extra volts can benefit the tone and response in an amp. Usually single ended amps but not always.
It looks like a home-brew copy of a commercially made amp . Could it be an Accordion amp similar to the Hohner 105 Amp but with another input added by it's builder >
Going by the controls I would've said it's a Grampian, they had similar "piggy-back" models, they where in blue coverings too. Those had the name on the control/face plate though. Very interesting the history of British amps around this time, Super Sound was also an early maker.

It is actually my amp I got it off a friend who used to play bass though it and said that it sounded good yah I am going to get it going again...

It might be the Contrabass 30 model which had a 15" Goodman Audiom 80 loudspeaker and EL34 output valves.

Mullard did advertise a circuit for hifi with EF86 I think may be this amp was converted for a guitar amp ?

The only other amp I've seen with a Bulgin connector on the face plate is a Dallas Bass 15, that's a piggy-back too.
