S'agir de [qch] = be a question of [sth]

In example number 2, why does « il s’agit de faire vite » translate to « we...» ? I don’t understand how il turns into we instead of it or him.
Matt P we use in French, il s’agit is an expression, il here is neutral, of course as usual there are different ways to translate the sentence

Dear Pascal, the example sentence that you gave, There is no times for jokes, is incorrect and doesn't make any sense. For the expression "there is no time", time is never plural. You never make time plural when using that expression. There is no time for goofing around, there is no time for us to shop, there is no time to play tennis because I have to go to work. We never say there is no times. That's not the expression. It doesn't make any sense and it doesn't exist.

jennifer hagan, Pascal teaches French not English. Being tactful is an absolute necessity at minimum in any form of communication, from what I've gathered he's flaunt in several languages and I mean more than three, so can you match that or even come close?
