I've trained a few foreign pilots. There's a wide range of language fluency... Some people really struggle. I inherited one person ( I was his fourth instructor I think ) who had real problems with English comprehension. He had, however, learned what to say to nominally satisfy the other party. For instance, when tower would give him an instruction, he had learned to say "Roger", even though he didn't know what tower had said. The pilot in this encounter reminded me of that when he kept saying "OK". People are saying his license should be yanked, but I assume he's licensed in another country. I don't know exactly how a country like the USA deals with a foreign pilot who should have his license revoked. Do we have to ask his country of licensure to deal with him? Does ICAO have a procedure for a country ( like the USA ) to ban a particular foreign pilot from the airspace? ( If you're not a pilot maybe don't answer ) I've flown in foreign countries ( in Europe ) where everyone including tower is speaking the local language, except tower and I are speaking English. It's a weird feeling because you lose the situational awareness of hearing the other exchanges with tower. I normally have a map in my head of all the other aircraft on frequency and what they're doing, but in those cases I knew there were other aircraft, but had no idea where they were or what they were doing. It must be similar for a foreign pilot who struggles with comprehension... Not only is he struggling to understand what he's being asked to do, but if his comprehension is that bad, he probably isn't situationally aware of the other aircraft...
What did he score on the English proficiency test for flying internationally? If my memory serves me well, one has to score at least four on a scale of one to six.
Ya know, videos like these really serve to illustrate just how IMPORTANT regulations truly are!!! They have been paid for in human LIVES!! When you think about accidents like Tenerife and the ValueJet flight (that crashed just SIX miles from that other flight crash in the Everglades) those are just TWO flights that cost the lives of almost SEVEN HUNDRED people (not even counting those lives lost in the FIRST Everglades flight)!! On any given day, almost half a MILLION PEOPLE are flying around in the skies above us in jumbo jets weighing about 6 to 700,000 pounds!!! And when you think about how much of that is hundreds of THOUSANDS of JET FUEL, without safety regulations, we’d see these birds dropping like flies!!! I’m just envisioning AA flight 587 (planes crashing into densely populated neighborhoods)!!! Planes have mechanical failures on a daily basis!!! You NEED regulations to ensure pilots know how to deal with them!!!!! If not, the resulting tragedies WILL be catastrophic!!
Language seems to be an issue, but not knowing how to fly a plane seems to be the bigger problem. Typically the wings don’t touch the ground. That’s not meant to happen.

There should be emergency suspension of license pending an investigation. This man is an obvious threat to both passengers and to those on the ground.

Language barrier or not, this was a dangerous situation. There were numerous deficiencies with this pilot’s operation of that jet aircraft.

As tower controller for 36 years I have this happen many times.Terrible English and mostly pilots from Brazil.
