You mean the fan infront ? Yes, you can remove the fan protect lid ( it looks like grid box case outside) by holding press one each of the lines to one side and dragg it out. Clean each of them.
The Usha coolboy honey pad can be opened like this: Turn off the usha coolboy. Next unplug the cooler from power supply. Next, rotate the unit to the back panel and find the Rear grill there. Now, locate the removable screws with a screwdriver. Now, remove the rear grill by pulling it upwards until it's completely removed. After that, you can see the honeycomb pad, clean it and re-assembly it as before.
Even if you don't soak in water, through times, it will be cracking down. Too dry is not good as well. Furthermore, the dirt stocks up in this cooling pads a lot. If you don't wash it, once you starts to use the fan, the water drops from upper part, going through this, and those dirts come down to the water drainage and can block those small water holes. The results can be water to be sprayed outside, not run down smoothly onto the holes and down to the tank.
Use a normal women soap bar like "dove" and put it into the water reservoir inside it. It can soften the water and give u a pleasant smell of outflow air as well
You can use room freshener sprayer after cleaning the cooler or you can clean the cooler with water+ little vinegar+ baking soda. You should change the water often
You can try to clean the water cooler with warm water, few drops of liquid soap and a cup of baking soda. Another way is to use some vinegar for cleaning it.
I also have an issue with pink mildew. I'm worried cuz I REALLY REALLY REALLY don't wanna blow MOLD all over my home! 😫😫😵😵😳😳🤮🤮🤒🤒😷😷☠️☠️☠️🙀🙀💯💯💯💯💯💯💯💯Arrrgh! Breathing it in is the literal worst i.e. unhealthiest thing for us!!!💯😳😳
You should clean every part especially the pads, and tank. I guess you didn't clean it long time, the water should have the weeds inside it already. Clean and dry it on the sun.

Your cooler water dripping points to the cooling pads are being blocked by dust. You need to remove the dust so water can flow correctly
