I would really need to know more details about the service, the issues and all of the localities you serve to be able to provide a good answer. But don't just concentrate on the big city 'Melbourne', you can also do the suburbs. You can also do variations of the job eg 'bathroom fix', 'kitchen fix'

Possibly, but your conversion rate is likely to be a lot lower. If the user lands on a page where they expect to find a gym in their exact location only to find that its 'near by' it might not be answering the users search intent as much.

Yea absolutely! It would just take a bit of complex automation that defines the outputs in an extremely detailed manner
