All I know is that car is no GT-R or Evo or even an RX-7 for that matter, a Rotary engine doesn't whine like that. That sounds like a european super car like a Ferrari or something like someone else mentioned.
the video is on fast forward, look at how fast the guys hands move, and how fast the lights are blinking. The suspension of the car is reacting to slow speed, on top of that this guy is twitchy as hell if the video is playing at normal speed.

Hence the "high-pitched, sounds like a european supercar, whine" sound - Honda makes quality N/A motors; it's often quoted that the "music" emanating from some Honda motors (i.e. B18c) is the one of the best this side of a ferrari
Assumming the vid wasn't sped up, if you do some math (I did a simply conversion) this guy would be averaging 197 km/hr or about 123mph. Virtually impossible given the traffic and lane closures.
fast forwarded, unless you think semi's take turns like they're on rails. note all the body roll on other cars doing 100mph (~sarcasm~). watch the driver's hands, unless he's got a crap steering rack, the car would've been moving a lot differently at the supposed speed. nice vid if all you wanted to see was the C1. check out the rest of Fabio's vids, much better stuff.
