AFAIK, there actually is a 'random crit rate' stat for every weapon in the game that's factored into how crits are determined (it's not the only deciding factor, but it plays a part). It's mostly unchanged for individual weapons, but melees have it higher than ranged weapons by default (I believe the only exception is the spy knives, because they get backstabs), which is why a good demoknight, even while not shield-charging, tends to get a lot of crit-kills.
Recent damage dealt also affects random crit rate, however, medic healing is also factored in, which explains why you get crit with the ubersaw so much.

I just had an idea for a Demoman melee that's another kind of bottle, which allows you to throw them like wrap-scout cleavers (bleed depends on distance, a near hit won't have any, but a moonshot gives ~7 seconds, they also have an explosion/shatter radius like ornaments) in return for lower direct melee hit damage (45/50 instead of 65, -20% or so). You can hold up to 3 extras at once (and you can't throw any more if you only have the one you're holding), and they get refilled from ammo packs and dispensers, but also passively regenerate (every 10 seconds). Also, they keep random crits, so don't worry about those 'rare high moments'. Oh, and another thing, it'd get MvM specialty by giving demo a mark-for-death weapon, along with the usual set of more max ammo/regen rate/damage/health on kill/bleed duration upgrades.
The drunken fist. Pros you gain 3 throwable bottles that deal bleed in a radius for 7 seconds and enemies are marked for death. Cons 20% melee damage reduction. Passive bottles Regen every 10 seconds per. Description 110% alcohol by volume powerfully enough to give your enemies drunk via contact

I'd guess the truth would be that healing does not factor into random crits but the rest sounds right
The default and max crit chance for hitscan and projectile weapons is 2 and 10% I think, while melees are 15 and 65%
