IIRC you can put a 3 cost echo in slot 1 and a 4 cost in slot 2, so you can actually use without sacrificing your stats, only lose on the 4 cost echo damage

@StatPadder22, since there's only a few of these guys around, the best way to get them is through pity. Kill 3 Cost 3 monsters, if they didn't drop an echo, the next Cost 3 you kill is guaranteed to drop an echo, so use that on the Lumiscale Construct. Personally, I don't do this because this process takes a lot of patience.
Or if you have waveplates to spare, you can just clear the Tacet Field near Lampylumen. Only Electro and Glacio echoes drop there, so you have a good chance of getting one.
