you tilt it because if there was freight on that pallet you would want that freight to rest onto that backing plate of the forks, instead of it falling onto the ground in front of the pallet. if you don't tilt and you just lift it up then drive backwards the pallet items would just fall straight back.
You don’t put the tilt on until you have it lowered.

Yes you put cause if not the center of gravity of the load can tilt forward. On bendi it is the same
