i think Athens need to focus on the graffiti in central Athens and the amount of waste in the areas. they need to also focus more on the locals than the tourists
Even if Greece had infiite money I wouldn't dare touch the street art of the Exarchia neighborhood. It's part of the history and character of that area of Athens, which is more important than arbitrary feelings of "cleanliness" and "safety".
