i feel like that was an overall problem with the flash to begin with. you already have one speedster being the star of it, then you bring in someone else who has the same exact powers. regardless of experience level, the inexperienced version will become jealous of the more experienced one because there was no need to have 2 people that can run around the entire city within literally a few seconds it just sucks the actor didnt want to stay on for later seasons, although i feel like that would have presented problems as well.
Ye thawne was their big bad then having a team member who has the same abilities would be too overpowered as he could time travel without them and do things in seconds(no more stealth missions)

The Legends were honestly perfect for Wally. A team of characters that no longer fit in the show they originated from. Wally is my favorite character, but he was always sidelined in the Flash. Even more so than other Team Flash members. On the Legends he wasn't just the second speedster or Kid Flash. He actually felt like a hero in his own right.
