When I use dir suffix, my Turkish friends say you're talking in a formal way; after that I learnt that Bu bahçe güzeldir and Bu bahçe güzel are the same but dir suffix makes it formal sentence.
That is not totally correct, specifically for your sentence. In speaking Turkish, when you add this suffix to the nominals, you add generalization or assumption. In written Turkish, it could be correct though in some cases. But your specific sentence would not even work for assumption of generalization. Because when you say "Bu bahçe güzeldir", you are using "bu" as a demonstrative adjective. You would say "Bu bahçe" only when the "bahçe" is in front of your eyes. So, generalizætion or assumption would not work because you are seeing it. But if you say "O bahçe güzeldir", then it may make sense. Hope this helps.
On the topic of assumption, you said Ceyda’nın erkek arkadaşı vardır but could you also substitute the suffix -mış since it also is like and assumption suffix ?
Not really. If you say "Ceyda'nın erkek arkadaşı varmış." then there is no assumption involved. Ceyda has a boyfriend. But, the speaker learns it or hears it from someone else. I think you are talking about the known past tense copula like this, right? "O bina çok eskiydi." If that is your question, the meaning of this sentence is : "That building was very old.". I would say the difference in your final examples is between: “This building is very old” (eg said by tour guide, who goes on to say when it was built) and “this building must be very old” said by me, thinking out loud as I wander around a heritage building. Anyway, “suscribe” earned for clear, succinct explanations with no time wasted - straight into the content. Thank you very much!
