The Ki-45 Dragon Slayer has very specific wording in regards to gaining veterancy. It only does not gain veterancy if YOU have already DEPLOYED one during the match. So in the hypothetical instance of your opponent having one on the board, it would not influence it's ability to gain veterancy buff.
@kevinkillhoven well you are correct to do so, I've never heard of anyone placing two Dragon Slayers in a deck. It is a strong card, but only include one b.c it is not beneficial to have multiple.
