We used to make these out of rubber balloons and the tops of 2 liter soda bottles chopped out, attached with a lot of duct tape and rubber bands. Basically little portable slingshots you could use to launch stuff like corn kernels for fun (we lived near a corn field, we used to hit houses with corn kernels and call it "tic-tacing." Maybe other people have heard of it too.)

I was messing around at work with some balloons my boss had for decorations he was about to put up. And there were a few jumbo sized balloons with tears in the neck near the hole so it was still mostly intact. I attached one to a cardboard tube with some duct tape and accidentally made a crude version of one of these things before i had ever seen them before lol.
