I think that's why they removed a good amount of his dialogue. It would have been too obvious to the player although we all knew he was suspicious as fuck.

What I like about these unused dialogue video type is that they’re actually inserted into clips of the game where they’re supposed to be. Most channels that upload unused dialogue in various games just shoehorn them over a single background colour image, with no context whatsoever

The beach on Play Del Seville is beside Seville Boulevard Families turf, but doesn't really take over, unlike Santa Maria Beach, which have Grove Street Families / Seville Boulevard Families members nearby and over the beach
14:11 - 14:15 It is used, you need to wait long at the point of the mission with Sweet when you destroy that chopper, but to hear that quote, you need to take out the guys and wait until you hear it.
The line at 15:18 is also used during the auto scrolling part of the mission.
11:17 it's possible to hear on the mobile version if you pause repeatedly during the cutscene

Some were funny
Most of these lines just seem to have been intended solely to build atmosphere and flesh out the world just a little more, so there would've been no harm having them. They were more than likely just cut due to memory constraints on the console versions.
RE: The Rider twist, that had no reason to be. They screwed his character and his motivations cus they had run into issues with his VA, MC Eiht and couldn't stick for too long. He would've become a true families member otherwise.
Honestly they make the game more alive tbh
