Mike Toreno, a character that seems to be based on a sort of 1980s Republican CIA agent with a lot of power just asks a common hood to hijack a jet, and many more hilarious things lol. My favourite character in all the series', it'd be nice to see him again.

He is a ruthless agent; he's used to the usual cycle of pumping and dumping dictators, contacts, spies and double agents, even his own 'colleagues,' using them like tools and nothing more. He had no obligation to help CJ at this point; no more use and no more missions to assign, and now CJ was nothing more than a loose end to tie up. He doesn't tie him up. Seemingly out of the blue, he follows through. He respects CJ's wish and has Sweet released, and when CJ bites the bait to do MORE dangerous work for him like an eager-eyed lapdog, he doesn't reel CJ in -- he cuts him loose. No more strings attached. He definitely could've done something here, but there was something more to him that had him let CJ go. That is the greatest act of kindness someone like Toreno is capable of. He went against his nature and instinct as a CIA agent, acting with at least a hint of honor and compassion. For any other character this would be the bare minimum reward. For Toreno it is an affront to everything he stood for as a manipulative agent, no doubt because he respected or genuinely liked CJ that much.
Toreno is basically a more honorable Tenpenny. Both essentially play the same game (i.e. their method of policing is to pit bad guys against other bad guys and, unfortunately, good guys sometimes get killed in their crossfire), but the main difference is that Toreno actually honors the deals he makes (he makes good on getting Sweet released from jail) and isn't so paranoid about being found out that he whacks his helpers as soon as their usefulness to him ends.
To be fair the guy in question has broke into a high security military base and an amphibious assault ship, killed every single highly trained guard that was in his way and escaped after being chased down with jets and missiles. Gonna be a bit difficult for Toreno to have him killed.

Toreno also mentioned how CJ’s work pissed off a lot of people nationally/internationally. He likely went out of his way to make sure none of that heat lead back to CJ
Carl owes so much from Cesar Vialpando, Wu Zi Mu, and Mike Toreno. the only people who kept their word and never stab people’s backs or tie up loose ends throughout the storyline. sure they made crimes, but they were never corrupted with power whereas with the likes of Frank Tenpenny, Big Smoke, and Salvatore Leone.

And about ULP, it seems to me they kinda wanted to make him GTA IV's Toreno, but less charismatic. Then they de-canonized his death for the Online heists. But seriously, Toreno is way ahead of all these by far. The fact that Toreno kept his promise about releasing Sweet in the end surely motivates me to believe that he is a man of his word. Also, Sweet was important to Toreno as a bargaining chip to make sure CJ does his dirty work, so I suppose he would infact go that far to make sure nothing happens to the brother in prison. Toreno is a great character.
After gta sa Mike Torino just disappear from the entire GTA saga, i always found it strange, he looks like such a interesting and important character, he is like the Gman of san andreas. I honestly don't mind if they would put more missions that we would do for him.

I think he was actually 100% both. The dealing wasn’t just a cover for funding proxy wars but regardless after CJ took it down he saw how capable CJ was and figured he could use CJ instead of killing him as he respected CJ’s talent.
I’d say U. L. Paper is even more so. You don’t even learn his name in GTA IV or what agency he works for, just that he needs favors and will help Niko find who he’s looking for…
The best thing about Toreno is that he was clearly using CJ for his own benefit and he could easily screw CJ over but he doesn’t he sticks to his word and get Sweet released.

Love the inclusion of Mike Toreno in the game. The game is about the story of CJ, a Los Santos gangster, but the moment you step out and meet him, he makes you remember that whatever your story is, you're just somebody who lives or works in this state, along with the rest of us. He reminds you on why the game is titled GTA San Andreas.

Torreno is the darkest character of the entertainment history. He's a prove that GTA San Andreas is miles ahead of GTA IV, Red Dead Redemption II and Max Payne 3 which are the best of Rockstar Games too.

6:30 makes it explicitly clear he's CIA, making fun of how CIA does all the clandestine arms deals and how they knock over elections in favor of controllable dictators
Toreno's character is so interesting when you think about the real history this game is based on. The CIA were heavily involved in the drug trade and other criminal shit in the US in the 80s and 90s for a variety of reasons, and CJ is a pawn in it for them. After this game it was a staple of GTA stories for the protagonist to work for a shady high level government guy, but Toreno is far more based in reality. Even Tenpenny is clearly based on the Rampart Scandal, this game is full of social messages.

In the beginning, Toreno was doubting Carl, wondering if he could do all the batshit crazy missions he assigned. But by the end, he had full confidence, and almost had a Comrade like friendship with Carl, he knows that Carl and him are equals in the battlefield.
That's not true. Toreno trusted CJ's abilities, but he considered him as just another expendable tool.

Toreno is probably the most mysterious character in GTA series. I could never figure out if he was a real CIA agent or just a drug dealer pretending to be one.
I think he was actually 100% both. The dealing wasn’t just a cover for funding proxy wars but regardless after CJ took it down he saw how capable CJ was and figured he could use CJ instead of killing him as he respected CJ’s talent.
What's the difference? 😂 CIA and drug dealers is the same thing, it's already an open case to the public, just look it up.

The best thing about Toreno is that he was clearly using CJ for his own benefit and he could easily screw CJ over but he doesn’t he sticks to his word and get Sweet released.

Love the inclusion of Mike Toreno in the game. The game is about the story of CJ, a Los Santos gangster, but the moment you step out and meet him, he makes you remember that whatever your story is, you're just somebody who lives or works in this state, along with the rest of us. He reminds you on why the game is titled GTA San Andreas.

But if I was to make an origin story I would've made 3 GTAs, or one gta with 2 expansion parts with 3 different protagonists (as per the cities) in LS stories, I would've made A Ballas guy a protagonist:- the man who killed CJ's mom.. a man who is compelled to join Ballas to repay the debts of a loan shark.

Toreno's character is so interesting when you think about the real history this game is based on. The CIA were heavily involved in the drug trade and other criminal shit in the US in the 80s and 90s for a variety of reasons, and CJ is a pawn in it for them. After this game it was a staple of GTA stories for the protagonist to work for a shady high level government guy, but Toreno is far more based in reality. Even Tenpenny is clearly based on the Rampart Scandal, this game is full of social messages.
Yeah, the CIA has put their fingers out anything they’ll make you disappear. They’ll put fake evidence on you and they’ll probably hire their little hitman. Get you out like get you out you know what I mean

I do love that he basically tells you he works for the CIA if you pay attention. So the people watching him are his paymasters and we know for a fact he works for the US government. So which agency could his paymasters be? CIA is the only one he didn't name and somehow Mr. Toreno doesn't strike me as working for the IRS. So this was before R* got all cheeky and changed the names of US intelligence agencies. So the FBI became the FIB. The CIA became the IAA, etc. etc.
