Then you can find another -15% from aristo/expansion (which are already good groups as portugal), -10% from infra, -5% from renaissance. That's already -60%, there is even more to gather but it's a bit out of the way: 10% from court/divine (which you can take with that govt reform), a possible -10% (depending on influence/loyalty of your burghers) from the Burghers Financial Demand privilige, another -10% from ruler personalities, and a -5% from a parliament issue. (You could also form persia and keep portugese ideas, this lets you have the Persian government which allows you to click the -15% button, without locking you into a muslim religion. This then lets you play as catholic/orthodox/hindu, all of which have their own -10% construction cost. If you want to be real funny about it, you form Rajputana before Persia, that makes you Indian tech. After that, you form Persia for the govt form, you flip hindu, this gets you the Jains estate, which have their own -10% construction discount, and hindu has the deity which gets you -10%. This lets you be at -100% construction cost without relying on ruler personalities or parliament issues.)

As Portugal, if you can it's pretty much always better to just fight Castille first. Fully control that Seville trade from the start (especially good for when you colonise). In this case you could've formed Andalusia, which would've given you missions/ideas much more suited to the goal.
I think if you start as Portugal, suited to Colonial Gameplay, the challenge could really have been to zoom to the New world, colonize straight through northern Mexico, then colonize all of Caliphornia, release and play them and form the Califate.

Provence is part of the historic Kingdom of the Arles which became part of the HRE due to inheritance. Given that this is sometimes called the Kingdom of Burgundy, you should make Burgundy not exist and anex all the land of the Arles and Lotheringia to prove which burgundy is better. (Would've said form Lotheringia but sadly you can't as Provence.)
Byzantium gets all their rebels from their bad starting government reform - so if you're ever looking to vassalize them as a non-Monarchy (I recently did as Venice), you should conquer and release because then they'll be your Government type and not have as bad rebels.
