I found a clip of this scene (not the whole one) in Getty Images but they didn't source the name of the cartoon, only citing it was made by 'Silverwell Films'. So on a few month search from my squad, someone finally found the cartoon.
This scene is even older than the Betty Boop one. And it shows just how strong flypaper can be. Not even the fire brigade (or the fly version of it) could free them. Unfortunately, we don't know how they got free at the end of the episode because the other half of the episode focuses on a love plot of that freed fly.
