There are notill seeders you can use with tractors but it's better to focus on appropriate technology with small holder agriculturists. I talked to one extentionist who worked in Mozambique who said they introduced tractors there as a labor savings measure. The thing they hadn't anticipated was the field prep was considered men's work and the weeding was considered women's work so they had unintentionally created gender inequity by introducing tractors.
