The fact that the bill leaves the definition to the one defined by an outside organization means that organization can change the definition anytime and any way they want to without needing Congress to pass a new bill, effectively taking it out of the control of the American people.
Furthermore, it declares that identifying those responsible for the crucifixion of Jesus is a crime, thereby outlawing the New Testament.
It's the reason why "Its okay to be white" signs are now felony hate crimes in Florida.

This is a bad bill and not thought out, we already have protections under title six of the civil rights act. If you look at this bill, there’s a lot of bad things in it.
We've learned a lot about governments using propaganda to allow people to agree to awful actions.
What we haven't seemed to learn is to recognize it when it is used on us.
Imagine a bill passed for Catholics so you cannot say anything negative about what certain people in that group did in the past or future. There are evil people everywhere who hide behind a label that may not define everyone in that group and yet can play a victim card to get away with whatever they want.

The researcher who authored the guideline is appalled at how it has been taken out of context and used in global debate and in national parliaments.
