Great, this tutorial saved having to pay $5, I know you said to brute force it but I found it easier to just parent it to the bone than with automatic weights, you can't then use the second bones though. I am also doing black wings instead of white to suit a plague doctor with wings.
For some reason the automatic weights didn’t work for me. I also wanted to have control over the individual feathers as well. I’m glad that I could help.

Hey it's a great video but I'm having a lot of issues with the parenting! Until 2:55 everything worked, then when I parented the feather bone to the main wing bone, controlled and it parented to the bone directly above it, it doesnt move together with it, they still act like they're not connected, I see a black line connecting the bones but it doesnt move together with it no matter what bone I parent it to I'm new to rigging so it might be a basic issue
3:30 I have an error message telling me "failed to set value" when clicking on the armature. Could u help me pls because i cannot put the influence of bone 001 to the feathers
With this rig The feather will automatically move with the main bones, but yes you can add additional movement to the feathers. You can also add cloth animation to some of the feathers to make them look realistic.

I’ve got a very good pc now but it’s important to remember specs aren’t everything. I started learning blender when I had a core i7 3rd gen with rx 580 and 16gb ram. This scene is very low poly as well.
If you think it's too fast you either don't know how to slow down or pause a video, or are not well versed in how to navigate blender to be able to keep up. Don't put down a creator because you are still in the beginner phase. This tutorial isn't for you yet.
Editing the video afterwards is too much. There are simply far too many film clips. It's supposed to be funny, but it's not. It is simply very distracting when watching the tutorial. We're not here because we want to be amused, we're here because we want to learn something. Nobody minds if there's a clip like this in between, but not every few seconds. The bold ‘subtitles’ every now and then are also completely unnecessary. All this is a shame because the actual tutorial is quite interesting.
I understand. I'm still new to making this kind of content. I'm trying to find a balance between teaching something useful and keeping the video entertaining as well. Your feedback is valid and appreciated. I can only improve on feedback.

Nvm I've just found out I was in the wrong mode, needed to be in pose mode for that, which I didnt know even existed before!

Yeah. I Parented the feather to each of their bones.
its hard to control its path is there a way to attach it to a different curve that i make
You can try parenting the controller to another object or empty.
