I got it from every single explanation that I found "phone voice call over internet", ok.
But I still don't get how it works in real life:
    1. How to register a voip phone number?
    2. Does my regular phone provider support voip?
    3. How to understand the pricing?
    4. Does the phone work only connected to my provider internet cable or I can carry it with me anywhere in the world?
    5. Is a special hardware phone required or voip it's just an internet account that I can use in different voip software?
    6. Will it work on my smartphone parallel with a regular phone number?
    7. Does it make sense for individuals or it's more only for businesses?
    8. Who owns my number - a virtual internet company or it is physically attached to a phone company in a specific country like a real phone number?
    9. When I make a call to a person with regular number, in the end my call happens over the regular phone lines/towers/prices or it's some tricky internet routing and special lower pricing?
    10. Can I connect multiple devices to the same account and have a group talk by answering from multiple devices when I get an incoming call or do a call?

Wow, so many questions. Let me try to help you with my own words.
      1. You need to get the VoIP phone number from the carrier or ITSP. To make it simple, ITSP is the provider of the VoIP number.
      2. Yes, most of the regular phone providers support VoIP. If they are not yet, they will support VoIP eventually in the coming future.
      3. The pricing of a VoIP phone number may consist of 3 parts: the trunk fee, the number purchase, and the call cost.
      4. No, VoIP doesn’t need a landline. You can use it anywhere anytime as long as you can connect the internet.
      5. Most of the VoIP numbers can be registered in PBX, in IP phones, or in the softphones.
6.Yes. The VoIP number works through the softphone app, different from your regular phone number. So they can work parallel.
7.VoIP phone number is more for business use. But if you have a home office with fewer employees, you can still choose to use a VoIP number. Normally, you can enjoy enhanced VoIP features with the VoIP numbers and VoIP devices.
      8. Where you buy the VoIP number, the company owns your number. You can purchase its usage. Carrier and ITSP companies have these VoIP numbers.
9.Regular phone numbers go with regular phone signal through the signal tower.
10.Yes. Some VoIP number providers may limit the number of devices to register at the same time. Some may not. But normally, it allows registering one account in multiple devices. But once you picked up the incoming call with one device, the others will stop ringing. I mean, you can only talk through one device, not multiple devices to group talk.

Can we say that VOIP does the same job like WHATSAPP or VIBER?

No, I don't think so. I'll say VoIP helps those softphone apps work.
