Phil Hartman was a comedic genius, and Bill McNeal was such a great character. Even when the words he was speaking weren't meant to be funny, he would say it in that pompous "Bill" way and make even the most mundane lines absolutely hilarious. He definitely rose high above the level of adequaticity.
