The best civilian flashbang is a dip can filled with BP and a magnesium(fine powder or flakes) top layer. Fuze through the center of the lid(super glue around the fuze base) and wrapped around and over/under with electrical tape. There is zero frag. The electrical tape allows for enough pressure to get the desired result, but ultimately the lid and wad of tape just kind of pops up in the air and thats that. There is nothing on the civilian market that comes close. And If you want a pull tab its not that hard to make one. BTW... I am not a lawyer, and I am not saying this is perfectly legal. I am saying I dont phucking care, and neither will you when SHTF. Just sayin'.

You can own a full strength flashbang as a civilian in any state that allows NFA items. There's a place called AZAO inc which sells form 1 flashbang kits. They're 180db+ and have to be registered as destructive devices, but they're reusable and fully legal with no license.

ATF rules say that you can only assemble the full grenade 24 hours prior to using it (so it can't be stored assembled unless you have an explosives license), but it's very fast to put together. The powder is $70 per refill on the website, but he recommends buying it in bulk from other sources because it's way cheaper. The reason most companies won't sell civilians flashbangs is because of liability, the NFA allows for the registration of them as DDs because they don't contain high explosives (real bangs just have a bunch of flash powder). I'm really excited to get mine and more people should definitely buy them. The one drawback (besides price) is that they're a lot more dangerous than airsoft bangs, so not always ideal for training. Gotta have a safe place to use them.

Did the CO2 flashbang go out of production? I think it took CO2 cartridges and then your had the rubber pieces that would rupture creating the "flash". I forget the name of them, but they were produced for airsoft originally and then they began to market them as training devices.
The ATF will argue that the fuse is a DD which congress already deemed regulated in the NFA unfortunately Congress may repeal tge NFA but the senate will never sign off on it no matter what people you elect due to the provisions in the continuity of government plans which when enacted doesn't want to be burdened with civilians that are well armed.

I'm hardly a machinist or engineer but to me there's no reason the device shouldn't be able to be serviced and exceed its 250 round service life. At the end of the day, it's a chamber and firing pin with a huge ass muzzle brake on the end, I highly doubt any 12 gauge blank or other available insert is causing enough stress on the device to render it unsafe beyond 250 throws.

Closest thing I got is the Thunder B airsoft sound grenade.
There are also Airsoft Grenades that use Blank Fire rounds aswell.

Its just a safety aspect and the fatigue of the metal. The housing still experiences pressure from the "drop" and the bang.
