The "fire" comment is not a description of the literal red glow in his eyes. But a recognition of a soul so bursting with titanic temper, that the heat of his glare is enough to sear one's mind. When seeing the kindness in a Salamander, it's important to remember that their appearance is not just a cosmic irony. Contrasting their gentleness. They are every bit as angry and full of hatred, as their cousin astartes. Only their scope of animosity is widened by a galaxy, brimming with evil. When you look into the eyes of the grandest dragon, Vulkan himself. You see the culmination of all that miserable fury. A blaze so hot, that it would fill Gehenna. For nothing burns brighter than the eyes of the just, looking at an unjust world.
