I just played a Fog Horn sound on TH-cam and its a very heavy sound, so whats the connection to Benjamin Horne scene, "Horne" or did you mean the sound near the Totem?
If you mean the ringing high pitch metal sound, to me it' connected to the spirit Mike (One Armed Man + The Arm), because in the Pilot's alternate ending, you hear it in the basement and Bob senses it, looks around and calls out to Mike. Then in the Red Room when the Man From Another Place rubs his hands, as if performing a magic trick and a bird shadow (of an owel?) flies by, you hear it again. In S3, when Cooper is in the hospital, he sees Philip in the Red Room and also when Cooper unlocks The Great Northern room, it's the loudest and you meet Philip. There was another instance, but that could be a different sound, but when Red tosses the coin, you hear a similar sound, also bringing attention to Magic. There is an article about coins on "25yearslatersite", "Twin Peaks Coin Magic - Lynchian Numismat". I didn't read it, to see if it mentions the sound. But that's how I connect the sound, Mike and Magic. One Armed Man's poem also has the line, "The Magician longs to see". We also know Mrs Tremonds son who does magic, but I don't know if the sound was there. I do need a rewatch to catch each time and see what happens in those scenes and who's there.
By the way, I still don't understand the "Don't take the ring" line. Is Cooper confused or does he mean it? His eyes aren't white and he's not talking backwards, so I don't think it's the Doppelganger.
