I'd think the removal of all these plants and debris would be a community effort as it affects many living around the dam. Or that the constant cleanup would be sponsored by the local authorities. That does not appear to be the case. In these videos I see the same few people all the time without the benefit of appropriate tools and equipment removing all the floating vegetation, etc., a perennial problem for everybody in that area.

He removed from large wooden pieces from one place and separated and again thrown in to water. Waste of labour.
