I just made a video where I slow it down and zoom in - I really couldn't tell - and if you really can't tell if he fouled, then you can't call it. That is why I say no foul.

guys, thats a clear cut foul. He hits below center WITH a flat cue... The minimum amount of jumping will come of the white in that instance. Meaning that 4-5 inches of followthrough of the point where the objectball was placed before struck, makes this a 100% foul shot.
