A bonanza of full episodes during these trying times will do everyone a good. Especially to all those who actually appreciate some good fiction and are sick and tired of nonsensical contemporary entertainment (mostly).
Maybe it is because Columbo knew more about the case than the sheriff. Earlier he had listened to a recorded phone call from the victim and saw Roger Stanford acting unusually constantly looking at his watch during the recording almost as though he were expecting something to happen. So when he saw the scene he may have got suspicious it might not have been a simple accident after all.
That is a recurring theme in many episodes, the murderer kills more than one person but Columbo only catches them for one murder. An example is the episode where Johnny cash's character not only kills his wife but also the young girl who was on the plane with her, or the episode where Dick Van Dyke kills his domineering wife and also an ex prisoner.
Gregg H :: Colombo always give deference to Upper-Class Murders ( "Yes ma'am" / "No Sir" ). Working-Class Stiffs on the _periphery_ of his cases, not so much.

Pretty much everyone familiar with SoCal and the ride from El/A to Palm Springs would recognize this as the tram that goes up to the top of Mt San Jacinto. The sheerest mountain escarpment in the lower 48. It's a helluva view at the top and still impressive for miles around at the base. But nobody lives up there except maybe a caretaker or two. There aren't any rich families that have mansions up there. It's all protected State and federal wildlands.
It's hard to see him, as he's behind the Lt. in the shadows with his face blocked by the bar above the window. If you look just over Columbo's head, you can see the sheriff's tie.

The "crime scene" was not within the city limits of Los Angeles. But the Sheriff's Department Sergeant says that because the victims had come from L.A., that made the case within Columbo's jurisdiction. I'd be lying if I said I understood that lame reasoning.
He didn't quite say that, he minced his words. He said it was "sort of Columbo's jurisdiction or at least his problem since they were just out of LA" In any case the show is called "Columbo", so we expect him to do the investigation not the sheriffs department.
A similar extra-jurisdictional issue occurred in the Season 3 Episode "Swan Song." The plane crash and the victims bodies were not discovered within Los Angeles city limits and, more importantly, all air crash investigations are the responsibility of the federal government, not state or local law enforcement officials.
Anybody know where this mountain and tram is??? My first thoughts are, Mt San Jacinto near Palm Springs or Toro Peak, western corner near the border of Riverside & San Diego county

I like the way the Sheriff declines to speculate on what may have happened before the Lieutenant gives him a cue.
