No it doesn't. NATO is a defensive organisation. If NATO put boots on the ground in Ukraine then that would be an act of war. Providing the weapons that Ukraine needs to defend itself is not an act of war either. North Korea troops on the ground for Russia is an escalation and is no longer a military operation but an act of war against Ukraine.
Its fair to say that Kyiv is panicking somewhat more as the Russians deploy a new kinetic attack weapon on a powerful ICBM attack overnight. And wonder if Kyiv could be next if further Western weapons are fired into Russian territory.
